I did some more experiments: If wired network is plugged in, then
suddenly the machine is able to complete also  wifi connections. It does
not matter whether the wired network remains plugged or not before
trying the wifi connection. A single wired connection enables also wifi
connections until the notebook is rebooted.

good luck with this funny bug. please solve it soon: wifi failure is a
very good reason for changing operating system.
