The original bug description is very clear and different from bug 326367.
If someone knows better about having merge the two bugs maybe they should say 
so to clarify the issue.
The bug affects me as well after a clean install of Kubuntu 13.10 64 bits.
The updates do take place but the Muon window cannot be shutdown (hangs at 
"Loading Software List" and I end up using xkill to get rid of it.
Not sure where the 33% value comes from though? Not seeing any percentage of 
progress and the updates do take place.
