On my system /etc/dpkg/dpkg.cfg.d/multiarch does not exist. I did 'sudo dpkg --add-architecture i386' and ran an 'apt-get update' but that didn't change the situation - /etc/dpkg/dpkg.cfg.d/multiarch still does not exist and I still cannot install wine.
