I just barely upgraded to 13.10, noticed this bug, slapped the systemd- shim package on my system from the -proposed repository (Installed: 6-0ubuntu0.13.10). The bug is still present for me. Forgive my hesitance to read through all the comments here, but the package did not fix my issue, I still needed to manually restart the network-manager service.
