This bug's original description referred to newer ATI cards and Intel
ATOM hardware.  VA-API on ATI/AMD hardware is/was only available via
XvBA.  XvBA is buggy and was never widely adopted.  However, UVD video
decoding acceleration on ATI/AMD hardware is supported via VDPAU in the
3.10 kernel and later, provided that updated firmware is also installed.
Ubuntu 13.10 "Saucy Salamander" is based on the 3.11 kernel and includes
the updated firmware.  Information on how to configure mplayer to always
