I am having the same problem, and have had it as long as I've been using Ubuntu (Edgy and Feisty). The "activate" and "deactivate" menus are greyed out, even when logged in as root, and even though my non-root user has everything except root privs. I can connect via modem just fine with both ifup and pon, though ifup gives an error "ppp0: ERROR while getting interface flags: No such device" but connects anyways.
