3) What is expected to happen is when one secondary clicks the clock -> 
Properties -> drop down Format: Custom format -> in the textbox type:
%r %a %B %C %G

and it shows the correct date as verified by the tooltip and by ntpdate:
21 Dec 15:44:34 ntpdate[21839]: no servers can be used, exiting

4) What happens instead is it shows the day as 20 instead of 21 (please
see attached screenshot). This is a regression from Saucy. As well,
given ntpdate is correct, this would seem a cosmetic issue.
