I tested it more accurate on Ubuntu 14.04.
1. If I'm on VT1 (Ctrl+Alt+F1) bash-completion works as expected - it normally 
complete:
* apt-get <Space>, <Tab> with 
          autoclean' check ... (and all other variants)
* apt-cache <Space>, <Tab> with 
         add dump ... (and all other variants)
* aptitude <Space>, <Tab> with 
         add-user-tag forbid-version ...  (and all other variants)
* dpkg <Space>, <Tab> with
        --abort-after --no-debsig ...  (and all other variants)
* dpkg-reconfigure xorg <Space>, <Tab> with
        xorg xorg-docs-core

2. If I'm on gnome-terminal or xterm in graphic session (for example,
Unity1) all these options do not work.

Bash-completion functionality is a very often used functionality, so
please fix this bug.
