Two points, although this is all on a Gentoo Linux system, not an Ubuntu
one:

1) you may need to run `hal-disable-polling` on the optical device. Read
the man page carefully first, though - it discusses what polling is all
about, but if you can turn it off, it will have positive impact on your
power efficiency

2) when running a program based on dslm.c in the Linux kernel's
Documentation/laptop_mode.txt file, I found that the hard drive light on
my new laptop blinked once per $polling_interval. This was rather
surprising considering the drive was actually spun down.
