There are plenty of ways for a local user to DoS a system, so I would consider this not to be a security bug.
This bug, as already found, is a bug with evms. For Gutsy, evms has been moved out of "main" since it causes more problems than it solves. Please uninstall evms and make sure you're mounting your swap via UUID again, and everything should be fine.
