I mentioned this on IRC-- I've seen this behavior for some time, it was
only today that I decided to file the bug (sorry-- not always able to
file the moment I see it-- I jotted down that I needed to file it, then
tried again last night to see if it was still a problem, it was, so
filed).

Last cycle when there weren't many apps I would routinely test things
like uninstall, install, etc. It is very possible I installed it,
uninstalled it and then tried again. There were a couple of UDM bugs I
filed last cycle too and it is entirely possible I used these apps in
testing and trying to reproduce things. I *definitely* tried to install
the application multiple times last night since the first time didn't
work.

As for whose bug it is, I don't care-- I saw weird behavior and reported
it against what appeared to have the problem when first looking at it.
It is already fixed in click and the click-review-tools will prevent
earlier click compiled versions from entering the store, so from my
perspective, the bug itself is fixed (though it does sound like perhaps
unity-scope-click behavior could be improved). AFAICS, it is just the
matter of cleanup-- which is why I suggested someone search the store in
comment #7.
