EJ, it's unaffected by the init system debate. Debian has always used, and hopefully will use udev. Its systemd version is currently rather old so that it still uses the older udev rules, but for fixing this bug upstream and in Ubuntu it needs to be done in the hwdb. Of course your rule is still valid for a Debian box.
