Please sync gloox 1.0.9-2 (universe) from Debian experimental (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use dh-autoreconf instead of autotools-dev to also fix FTBFS on ppc64el by
    getting new libtool macros (still updates config.{sub,guess}).

Explanation: Ubuntu diff merged into Debian. Note that due to the soname
bump, a few packages (0ad, licq, uwsgi, fatrat) have to be rebuilt, and
I'm not sure what the protocol for requesting rebuilds of packages in
Ubuntu is (I've already requested a transition slot / binNMUs in Debian,
awaiting approval which is why it's in experimental and not unstable).

Ideally I'd like to get this into trusty to fix some connectivity issues
in 0ad's in-game lobby.
