Public bug reported:

After installing the "kde" meta-package on a regular feisty install, the
permissions of /home/{user}/.kde are set incorrectly. They were
root:root with 700 and they are supposed to be {user}:{user} 766.

This resulted in a KDE crash in 'kstartupmanager' not being able to
initialize (write) to .kde.
