I encountered this issue on Saucy. I had installed the system with debootstrap. My system did not contain /etc/dpkg/dpkg.cfg.d/multiarch. I ran 'sudo dpkg --add-architecture i386' as suggested by @micahg. My system still does not contain /etc/dpkg/dpkg.cfg.d/multiarch (nor any reference to i386 in any file in /etc/dpkg `grep -Ri i386 /etc/dpkg/`). But after a 'sudo apt-get update' I saw it download i386 packge lists. And now I can install wine1.4.
