I seamed to have resolved this issue with a few updates.  Here are my
steps I used.

1. Opened Software & Updates->Updates.  I checked the Pre-release updates 
(saucy-proposed) checkbox.  I clicked Close entered my root password and let 
the update run.
2.  Opened Software Updater and allowed it to run.  This installed the 
following:
2014-02-14 08:14:58 upgrade lightdm:amd64 1.8.4-0ubuntu1 1.8.5-0ubuntu1
2014-02-14 08:14:59 upgrade liblightdm-gobject-1-0:amd64 1.8.4-0ubuntu1 
1.8.5-0ubuntu1
2014-02-14 08:15:06 upgrade linux-headers-generic:amd64 3.11.0.15.16 
3.11.0.17.18
2014-02-14 08:15:07 upgrade linux-libc-dev:amd64 3.11.0-15.25 3.11.0-17.31
3. Rebooted. 
4. Opened Software & Updates->Additional Drivers.  I choose the 
fglrx-updates(proprietary).  Click Apply Changes then restart.
5. Now this is where everything gets sketchy.  On the reboot the system crashes 
just after the Ubuntu 13.10 splash screen and restart.  I will stay in this 
loop until you interrupt Grub.  I then choose the oldest Kernel image I have 
3.8.0.19.35.
6. Go through a normal boot, login, and I get a black screen with and active 
cursor.  Ctl-Alt-t brings up a console and I roll back the AMD Proprietary 
Drivers.
sudo apt-get remove --purge fglrx*
sudo apt-get remove --purge xserver-xorg-video-ati xserver-xorg-video-radeon
sudo apt-get install xserver-xorg-video-ati
sudo apt-get install --reinstall libgl1-mesa-glx libgl1-mesa-dri 
xserver-xorg-core
sudo dpkg-reconfigure xserver-xorg
sudo shutdown -r now
7.  After the reboot, no screen flickering or tearing has been noticed.

This may not have been "Solved" but I would call this a work around.
