Thank you for taking the time to report this bug and trying to help make
Ubuntu better. It looks like you may have a locally built version of
Octave installed besides the version installed from the official Ubuntu
repositories. The version of Octave provided by Ubuntu does not use the
libqscintilla2 library. Can you check the directories in your PATH for
other copies of Octave?

1. What does "which octave" in a terminal show?
2. Is there a copy of Octave at /usr/local/bin/octave ?

If there is an octave outside of /usr/bin/octave installed by the Ubuntu
package, please remove it and try installing again. Let us know if you
are able to install successfully after removing or moving other copies
of Octave out of the way.
