This happens to me on a fresh install of 13.10, on a new dell XPS 13.
After changing some settings including hiding desktop icons, the problem
appeared.
Symptoms were a locking of unity/desktop when the last window covering
the desktop was minimized.
Again setting [ gsettings set org.gnome.desktop.background show-desktop-
icons true ] corrected the problem.
