This also affects me. I use Ubuntu 14.04 over a AMD A10 APU Desktop, localized to Spanish. My workaround is selecting the English keyboard on the upper right corner of the screen, then I go back to Spanish and the keyboard works fine. No problem with keyboard at all after login.
