There does not seem to be any standard or policy for this. Practically no prepackaged software uses it, but it seems that couple commercial games install there. Judging from the complete absence of bugs related to the lack of path definition and that the issue has not generated many strong points for making any changes, I would say the point is irrelevant. In case you disagree, please feel free to reopen this case with some argumentation.
