I agree that the system language as set in /etc/default/locale should be the fallback language, so I prepared two merge proposals that should fix it. It would be great if you could fix a 14.04 install and test the packages I uploaded to my PPA at https://launchpad.net/~gunnarhj/+archive/default-lang
