The search/action buttons should be next to the panel as the menu is on the top 
panel
These 2 lines should be added to 
/etc/xdg/xdg-xubuntu/xfce4/panel/whiskermenu-1.rc 
position-search-alternate=true
position-commands-alternate=true

Is the lack of a default bottom panel intentional?
