Public bug reported:

Ubuntu Trusty r188

1. Go to System Settings > "Cellular".
2. Set "Choose carrier:" to "Manually", if it is not already.
3. Choose "Carrier".

What you see: The "Carrier" screen contains a "Refresh" button.

What you should see: No "Refresh" button.

If it's necessary to do the search more than once (when ascending from a
metro station?), the phone should do it automatically, like it does for
Wi-Fi.

** Affects: ubuntu-system-settings (Ubuntu)
     Importance: Undecided
         Status: New
