Adam (or others), in the Saucy instance, which version of libxen does get installed there? The current version should be 4.3.0-1ubuntu1.3. This is the version I have been testing with. Though in the dpkg list from rackerjoe that was back at ubuntu1.1. Somehow it seems in my case libxl_ctx_alloc fails which is treated as indication of not running in dom0, so returns successful but disables the driver. In your cases that seems to succeed and only fail later in libxlMakeCapabilities which is treated as an error.
