Public bug reported:

When starting Software & Updates through the menu in Lubuntu I am not
asked for my password. I am unable to make any changes because the
program is not run as root.

Running 'sudo software-properties-gtk' from the terminal allows me to
change options as expected.

I'm using Lubuntu 14.04 Trusty Tahr.
