Since the majority of those are bugfixes, it might be worth updating this.
Could you have a look at the instructions at 
https://wiki.ubuntu.com/FreezeExceptionProcess for how to file an FFe. Once 
that get's approved, i can package this for you.

"I don't think it should be a big deal to update the package since it doesn't 
break anything else and will provide the user with the up-to-date software. 
It's kind of wired to have a new operating system being shipped with outdated 
software."
The issue is, we stop adding changes that could break the program after a 
certain date so we don't ship as many broken things
