I can confirm this bug on ubuntu gutsy tribe 5.
dhcdbd looks for some message handler in the wrong place and therefore cannot 
find it?
A potential source for laptop WLAN problems? (WLAN works with ndiswrapper)
Have never had RedHat on any of my machines.
