Binary package hint: acpi-support

Boot -> Restart (Shut down) restarts (powers off) just fine

but

Boot -> Suspend -> Resume -> Restart (Shut down) does not restart (power
off)

The shut down scripts run fine to the point where log says 'Restarting'
or 'Power off' (or something like that) but nothing happens after that.
Even the keyboard lights flash once, like they do when the computer is
started or reset button is used.

I have to hit reset, or hold the power button down for 5 seconds to
restart/power off.

Motherboard is Asus P5B-VM
