Does the 8.9 in -proposed still contain this fix?  I was able to run the
failing tempest test that detected this in openstack against the version
in -proposed:

tempest.api.compute.images.test_images_oneserver.ImagesOneServerTestJSON
    test_create_delete_image[gate,smoke]                              OK  42.70
Slowest 1 tests took 42.70 secs:
tempest.api.compute.images.test_images_oneserver.ImagesOneServerTestJSON
    test_create_delete_image[gate,smoke]                                  42.70

Ran 1 test in 68.976s
