Wrong! 1.) gnome-icon-theme also follows tango guidelines
2.) network manager installs it's current set of icons to hicolor/, and that is where those tango icons should be put instead. This way, all themes can inherit the tango icons. I don't really know why this is not being done upstream, but perhaps RedHat doesn't want those icons in SVN.
