Public bug reported:

My new Elantech touchpad supports Unitys multitouch gestures, but I've noticed
one inconsistency.
I like seeing running applications from all workspaces in my Alt-Tab view,
but by using the three-finger gestures on my touchpad I can only see
applications on the current workspace.

When I uncheck alt_tab_bias_viewport in CCSM, I expect Alt-Tab as well
as Unity Gestures to behave the same way.

The problem:
The switcher only shows applications running on the current workspace when
using Unity Gestures,
even though I've unchecked "Bias alt-tab to prefer windows on the current
viewport".

The fix:
Show all windows if alt_tab_bias_viewport is unchecked.
