In bug https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/1269731 it says it was fixed in upstart 1.11-0ubuntu2, but as of upstart 1.12.1-0ubuntu1, it's still there. To install libc6, one has to add a fake telinit binary to the path, as described in one of the tickets. This is an umbrella ticket filed just to get the bug reopened.
