The bug described in

https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/1271440 is still
there.

In bug https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/1269731 it
says it was fixed in upstart 1.11-0ubuntu2, but as of upstart
1.12.1-0ubuntu1, it's still there.

To install libc6, one has to add a fake telinit binary to the path, as
described in one of the tickets.

This is an umbrella ticket filed just to get the bug reopened. Please
see the other tickets for details, attachments, screenshots etc.
