While dhcp *can* configure the hostname, this generally is not done because it requires the network admin to figure out the mac address of the computer in question, and configure the dhcp server to assign that hostname to that mac address. It is much easier to just enter the name when installing the OS and not have to worry about mac addresses. This is certainly not something that grandma is going to do.
