Public bug reported: This is similar to an earlier bug #160625 package secvpn 2.21 failed to install/upgrade.
However, I am concerned that this previous bug is marked "Won't fix". It is extremely annoying because it appears whenever you try to install/update/remove ANY package. And whenever it appears it raises a doubt in your mind as to whether it is indeed secvpn or your actual package (apache2, say) since the Ubuntu Software Centre just gives a bland message without identifying the problem. I have submitted this as a separate bug because I really, really want it to be fixed so I can use Ubuntu Software Centre with confidence.
