Public bug reported:

Running 13.10

> lsb_release -rd
Description: Ubuntu 13.10
Release: 13.10

When I try to update, I get the following error:

Could not calculate the upgrade

An unresolvable problem occurred while calculating the upgrade.

 This can be caused by:
 * Upgrading to a pre-release version of Ubuntu
 * Running the current pre-release version of Ubuntu
 * Unofficial software packages not provided by Ubuntu

As far as I can tell I do not meet any of the conditions above that
would cause the failure. Tried to clean apt caches, and get same result.
