How to reproduce:

I wanted to mention that there are websites that provide free openvpn bundles 
that might be useful for someone who wants to simply reproduce this bug. 
Someone who doesn't have a bundle to import, could get a free one online for 
testing purposes:
http://lmgtfy.com/?q=free+openvpn+bundles

To test this, I suspect you'd first have to install this:
sudo apt-get install network-manager-openvpn 

Likely, that command alone will also trigger the installation of
necessary dependency packages.

You may have to reboot after this (not sure). But then you'd go to the network 
manager indicator and then to:
VPN Connections > Configure VPN > Add > Import a saved vpn configuration

After this, you can test importing a free openvpn bundle you found
online.
