I just discussed this with upstream as I don't see the application fit for 
global rollout right now:
- not very useful menu name, yet upstream thinks it definitely should be listed 
in the menu as it is a general storage manager, and not specific to kmail
- terribad experience as it does not display *anything* if nothing is 
configured already, contributing to the bad naming, which ultimately leaves the 
user guessing what exactly the application is good for because there is no 
explicit information given and when started from the menu it lacks any sort of 
context to deduce its use from

There will be some improvements for 4.14, which unfortunately are not
yet done and will need string changes/additions so are not a viable
option for 4.13.

With that in mind I am content to leave the 4.13 packaging as it is (at
least for 14.04 LTS) and have it added as a recommendation of the kmail
package for 14.10 (respectively backported KDE PIM 4.x  backports).
