I believe I'm affected by this... 
Yesterday I upgraded from 13.10 to 14.04 and I noticed that. To be honest, I've 
had the same issue with 13.10, though I didn't have the time to dig into it. 
What's described here, matches my problem. Here're some outputs from my system:
$lsb_release -rd
Description:    Ubuntu 14.04 LTS
Release:        14.04
$ apt-cache policy pcscd
pcscd:
  Installed: 1.8.10-1ubuntu1
  Candidate: 1.8.10-1ubuntu1

This is the card reader I'm using:
$ lsusb 
Bus 002 Device 008: ID 076b:6622 OmniKey AG CardMan 6121

I've been using it for years without any issues on 12.04...
