This kind of very much goes hand in hand with bug 1312963.

NM keeps it's own state for the devices it manages; and expect this to
be reset once the device is set back to on only. However, there is no
persistence for the urfkill state to be able to bring the devices back
in the state they are expected with NM.

Could you please add /var/lib/urfkill to /etc/system-image/writable-
paths and re-test?
