I'm looking through old bugs in vsftpd. As far as I can tell, this is fixed in the current development release, since rsa_cert_file and rsa_private_key_file are set (not commented out) in the default /etc/vsftpd.conf, and point to the snakeoil paths. This matches the second method in your original report.
