I tried all of proposed workarounds with and without Ubuntu restart with no 
effect. 
After restarting NetworkManager manually ('system-ca-certs=true' line was 
present) it started working properly, so not only my not working connection 
came to live, but bug dissapeared. I am now able to delete connection and 
create it anew and it works straight away even after restarting Ubuntu.
