Public bug reported:

The ubuntu-emulator-runtime setups up emulated devices with the same MAC
address - 52:54:00:12:34:56. This is somewhat problematic as whoopsie
uses the MAC address to create a system identifier which should be
unique to the system. Since the system identifier is not unique we know
have crashes collated to a user / system which is not all the same
