I have now fixed the problem as far as it affects my own laptop. Somehow PHP got uninstalled during the upgrade process. Reinstalling libapache2 -mod-php5 got things working again. Perhaps it got automatically uninstalled because I had removed the Ubuntu version of dokuwiki after it broke during my previous system upgrade, in which case I think that makes this bug invalid.
