Alright, the situation is: GMP is LGPL and readline is GPL. IIRC the php license is considered GPL-incompatible, so a php5-readline would require an explicit exception from the readline copyright holder for this purpose. I'm not entirely clear on whether something similar is required for php5-gmp.
