unity-tweak-tools does not start, if overlay-scrollbar is not installed.
How to eproduce bug:
1. uninstall overlay-scrollbar, overlay-scrollbar-gtk2 and overlay-scrollbar-gtk
2. install unity-tweak-tool
3. try to start unity-tweak-tool
Solution:
a) fix unity-tweak-tool
or
b) make overlay-scrollbar a dependency of unity-tweak-tool packages
