No, that is correct. That blog post is wrong.

mate-desktop package is just a library, read the description from 
http://packages.ubuntu.com/trusty/mate-desktop:
Library with common API for various MATE modules

Metapackage to install MATE is mate-desktop-environment, and it is
uploaded on Debian Sid just today (http://packages.qa.debian.org/m/mate-
desktop-environment/news/20140519T130009Z.html), so it will come in
Ubuntu Utopic soon, but not in Trusty.
