Wheel packages (python-<pkg>-whl) are needed to support the pythonX.Y-venv package so that developers have access to the built-in virtual environment tool in a policy compliant way. The same technique will be necessary for python-virtualenv at some point. To build wheels, we need the python{,3}-wheel package promoted to main as a new build dependency.
The package is already available in utopic universe, has no known security issues, runs its test suite during the build process, is standard compliant, and is team maintained in Debian.
