I think that we have here a derious regression no matter what we choose to do, because non-latin hotkeys were usable in previous versions of Gnome. But I also think that users of apps like Eclipse and JetBrains are programmers who rarely have to use non-latin languages, while users of LibreOffice use these languages all the time and are more dependant on them.
This is why I think that until a solution is found, these patches should be used across the board.
