Ran into this again today. I understand the desire to set PS1 consistently across users, sessions, etc - however this makes changing it harder - since instead of setting it in one place (I was trying to drop it into /etc/profile.d/prompt.sh), this gets overridden by each user's individual ~/.bashrc that they inherited from /etc/skel.
