Colin, you're my hero! Just changing /dev/wacom to /dev/input/wacom on all three instances in xorg.conf did the trick! If I had ever known my problem was fixable that easy, I would've filed a bug that Ubuntu should just auto-detect and auto-enable this stuff. Heck, I'm gonna change this bug to mention just that.
